Labor Office 3 Introduces the Labor Standard Compliant Zone

City of San Fernando (P)The Labor Department of this region, under the initiatives of Regional Director Ernesto C. Bihis, this year will fully implement its development program under labor standards simply dubbed as the “Labor Standard Compliant Zone.”

The said program has a seven-fold objective which includes:
1.     Promoting voluntary compliance to labor standards and welfare laws.
2.     Promoting productivity.
3.      Improving labor management relations.
4.      Addressing job security.
5.     Promoting compliant zones and businesses to encourage public to patronize them.
6.      Establishing strong coordination with agencies with common concern to protect
worker’s rights and welfare.
7.     Eliminating illegal contracting arrangements and practices.
Establishments situated in the biggest malls in the region shall be the pilot project areas. 
Malls  being home  to  businesses  employing  less than  ten and  entities  with  branches  whose  total employment size is more than ten.  Moreover, malls are  also  among the inspectionable establishments  which  employ  not more than 200  workers  covered  by  the Self Assessment (SA) mode  of  the  Labor Standard Enforcement Framework (LSEF).  Hence, they are perfect areas to run labor standard compliant mechanism. 
On the regional level, the DOLE Regional Office 3 (RO3) adopted all approaches under the LSEF intended for its target sites.    Less  manpower,  time  and  cost  would  be  required  not only from DOLE  but  also with its concerned project partners such as the Social Security System (SSS), Philhealth, Pag-ibig, ECC, etc.  
The said program initially had a successful pilot run on selected establishments located at the SM City Baliuag sometime in August of 2010, wherein inspected establishments found with violation/s cooperated through voluntary compliance at the plant level.
Aside from the malls, economic and industrial zones confide in the region shall likewise be the DOLE’s target areas.
In an earlier statement, Bihis said that when all inspected establishments in the said target areas are found to be 100 percent compliant, the DOLE will issue a certificate which indicates that the said area is a “Labor Standard Compliant Zone.”  Thus, will attract jobseekers to look for employment here than elsewhere.
To update, DOLE RO3 is currently in talks with representatives from the Authority of the Freeport Area of Bataan (AFAB) regarding the orientation and implementation of the said program in the former Bataan Economic Zone.
The Department of Labor and Employment (DOLE) is mandated to ensure the protection of worker’s rights and welfare. The visitorial power of the Labor Secretary enshrined in Art. 128  and  129  of  the  Labor Code, as amended  is aimed at enforcing  the laws  that  guarantee the  constitutional  rights of workers. Meanwhile, Department Order  57-04, which was issued in 2004, provides the  framework  for  enforcement (LSEF) designed  to  promote voluntary compliance  to existing  standards  by  all  business  sectors   promoting    an  ethic  of  self  regulation  and  culture  of  voluntary compliance.
