Olongapo City,Zambales/June 26, 2019 – The Department of Labor and Employment (DOLE) Special Program for the Employment of Students beneficiaries namely: Christian Rabaca, Nhico Vergara and James Daniel Villoso are now graduate of Bachelor of Science in Nursing of the Gordon College, Olongapo City.

Christian, Nhico and James were once marked and listed as Children in Conflict with the Law (CICL) yet have showed willingness and eventually proven they could change.  Sometimes in 2015-2016, fate, youth and immaturity brought them together to the City’s Center for Youth as a result to their individual infractions. They were subjected under the care of the City Social Welfare & Development Office (CSWDO) and were required to live in the said government institution for rehabilitation and intervention program. With the help of our Social Workers, they were enrolled to DepEd’s Alternative Learning System (ALS) and were assigned to the Public Employment Service Office (PESO) for their Life Skills Training and Immersion. The same year, 2015, they were again endorsed by the City Social Welfare and Development Office to avail the Special Program for Employment of Students (SPES) of the DOLE.

The 3 young men admitted that at first they were afraid to avail of the SPES program for fear of being bullied by the other students who might find-out about their situation. However, with the help of the Local Government Unit (LGU) of Olongapo thru the coordination of the City Mayor’s Office, CSWDO, PESO and their fellow SPES-mates they were able to conquer their fear and eventually gained a College Scholarship at the city’s local College.

Nhico was a SPES baby in 2014, Christian in 2014, 2015 & 2018, and James on 2014-2018 respectively. These 3 are very thankful of the assistance provided by the LGU and DOLE for the assistance provided and further they are hopeful to becoming a registered nurse.

The SPES program is an employment bridging program that aims to augment the family’s income of poor but deserving but deserving student, Out- of School-Youth of dependents of displaced or would-be displaced workers who intend to finish their education./DOLERO3
