OFW Hospital Memorandum of Understanding. (Seated from L to R) PAGCor chair Andrea Domingo, Vice Gov. Lilia Pineda, Gov. Dennis Pineda, Sec. Silvestre Bello III, USec. Dr. Lilibeth David, and Administrator Hans Leo Cacdac.

CITY OF SAN FERNANDO, Pampanga, February 12 - The Department of Labor and Employment (DOLE),  Overseas Workers Welfare Administration (OWWA), Philippine Amusement and Gaming Corp. (PAGCor), and the Provincial Government of Pampanga together inked the memorandum of understanding (MOU) on the first government-funded hospital and diagnostic center for overseas Filipino workers and their immediate families.

During the signing at Kingsborough International Convention Center, Labor Secretary Silvestre Bello III acknowledged the contribution of each to the fulfillment of this endeavor. “On behalf of the President and millions of OFWs, I would like to thank all of you for this beautiful donation,” Silvestre remarked.

The two-hectare lot at Brgy. Sindalan where the hospital will rise was donated in 2019 by the provincial government of Pampanga, through then governor Lilia Pineda, now vice governor. According to her, 5,000 sqm of the 2 hectares is intended for a cancer and dialysis center.

For its construction, Bloomberry Cultural Foundation, Solaire’s corporate social responsibility arm, pledged P500 million while P200 million worth of hospital equipment is shouldered by PAGCOR headed by Chairperson Andrea Domingo.

The MOU will be completed with the signing of Department of Health Secretary Francisco Duque III that is yet to be scheduled.

The OFW hospital and diagnostic center to rise in Pampanga is but first of the others to be constructed in Visayas and Mindanao. It is already set to be operational on Labor Day (May 1) of 2021.

Being “one of the modern day unsung heroes,” as remarked by Filipina Laurena of Bloomberry, OFWs and their families will have better access to health services with its creation.

Among those in attendance were OWWA Administrator Hans Leo Cacdac, Pampanga Gov. Dennis Pineda, Executive Director Filipina Laurena of Bloomberry, DOLE USec Ana Dione and Renato Ebarle, DOLE OIC-ASec Dominique Rubia-Tutay, DOLE 3 Regional Director Ma. Zenaida Angara-Campita, DOH 3 Regional Director Cesar Cassion, and board members, mayors and chiefs of hospitals from the province of Pampanga.
