DOLE enjoins employers to not require original copies from first-time jobseekers

City of San Fernando, PAMPANGA, February 15, 2020 - The Department of Labor and Employment Regional Office No. III reiterates to Central Luzon employers to accept certified true copy of documentary requirements of first time jobseekers.


In an interview, Regional Director Ma. Zenaida A. Angara-Campita reminded private companies of Republic Act No. 11261 or the First Time Jobseekers (FTJ) Act. “Because these first time jobseekers are mostly fresh graduates, we expect that pre-employment requirements are still considerable costs to them and their parents or guardians. Through R.A. 11261, government requirements are free of charge for them,” Campita explained.


As a privilege granted by this law, governmental transactions such as police, National Bureau of Investigation, and barangay clearances as well as birth certificate, transcript of academic records of state universities and colleges, Tax Identification Number will be free of charge for FTJ.  

Campita noted, however, that this benefit is limited to only one copy and one time availment per requirement. 


She urges companies in Central Luzon to adapt the recently issued  Labor Advisory No. 7-20 and accept certified true copy from the issuing government authority of pre-employment documents. 


As per Labor Advisory No. 7-20, original copies of employment requirements shall be required once the first time jobseeker is offered the job.
